transaction, and receives the settled funds in your bank account. In Canada it comes in four shapes: a bank-owned processor with a separate POS, an independent processor with a separate POS, a POS vendor that bundles its own processing, or an all-in-one platform like Snappy. The cheapest headline rate rarely wins. What wins is the lowest effective rate on your real card mix, plus the fewest systems to reconcile on a Sunday.

In an all-in-one platform, processing, POS, ordering and kitchen display come from one company on one bill. This guide is the arithmetic: how a quote is built, what the federal Code of Conduct forces every processor to show you, why Interac changes the math, the surcharging rules, and what the sale of one of Canada’s largest processors means for the contract you are about to sign. If you have ever asked how much your restaurant actually pays to process a credit card, the effective rate on your own statement is the number that answers it.

Summary

Since October 19, 2024, Visa and Mastercard have agreed to reduce in-store interchange for qualifying small businesses to "an annual weighted average interchange rate of 0.95 per cent," with eligibility below $300,000 in annual Visa sales and $175,000 in Mastercard sales (Department of Finance Canada).

The Code of Conduct requires a monthly statement showing your effective merchant discount rate for each card type, and lets you cancel without penalty within 70 calendar days of a fee increase taking effect (FCAC).

Canadians ran 6.6 billion Interac Debit transactions in 2024 (Interac), so a restaurant's blended rate depends on its debit share far more than on the credit headline.

Merchants outside Quebec may surcharge credit cards up to 2.4% "or the amount it costs you to accept those credit cards, whichever is less"; Quebec merchants may not surcharge at all (CFIB).

One of Canada's largest payment processors is being sold. RBC and BMO signed a definitive agreement on August 10, 2026 to sell their 25-year-old joint venture, which serves "over 325,000 points of commerce," for approximately $2.0 billion in cash (BMO, via SEC filing).

Best fit for a single-location counter-service shop that only needs a register and a card reader: a bank-owned or independent processor with a small POS. Flat rate is a single percentage plus a per-transaction fee, the same on every credit card. Interchange plus is the card network’s interchange, plus the network assessment, plus the processor’s markup, which is the only piece the processor actually controls.

Flat rate is easier to compare and usually more expensive at volume. Interchange plus is cheaper at volume and moves whenever the markup moves. The federal government pulled the interchange floor down in 2024. Since October 19, 2024, Visa and Mastercard have agreed to reduce in-store domestic consumer credit interchange for qualifying small businesses to “an annual weighted average interchange rate of 0.95 per cent,” cutting interchange “by up to 27 per cent” for “more than 90 per cent of businesses that accept credit cards,” worth about $1 billion over five years (Department of Finance Canada). Eligibility is under $300,000 in annual Visa sales and $175,000 in annual Mastercard sales, which covers a lot of independent restaurants.

The government’s own worked example is the right size for a neighbourhood restaurant. A business with $300,000 in annual credit card sales, split $200,000 Visa and $100,000 Mastercard, “currently pay[s] $4,000 in interchange fees on these credit card transactions” and is “expected to see interchange savings of 27 per cent or $1,080 per year” (Department of Finance Canada). Read the unit carefully: that is interchange, “the largest component” of what a business pays to process credit card transactions, not the whole bill, so your total card fees fall by less than the headline. Derivation, once: $1,080 divided by $4,000 is a 27% reduction, which matches the headline. CFIB puts it per $100,000 of transactions: Visa rates “should drop between 25-35% (savings of $300-400 per $100,000 in transactions)” (CFIB).

Here is the catch. On a flat-rate plan, none of that reaches you unless the processor chooses to lower the flat rate. On interchange plus it flows through automatically, but only if the markup holds still. When the cut took effect, BNN Bloomberg reported that “some payment processors have already started to pass on the savings,” which is a polite way of saying others had not (BNN Bloomberg). CFIB’s advice was blunt: “Watch your statements” and, after a full month, check whether Visa transaction costs “are down 20-25%” and Mastercard “20% or more” (CFIB).

The number that settles any comparison is the effective rate, and Canadian law defines it for you. Under the Code of Conduct, every month you “must receive or have access to a statement with the effective merchant discount rate,” calculated by taking the total processor and network fees paid for each card type and dividing by total sales volume for that card type (FCAC). Then ask every processor the question that decides it: on my card mix from last month, what would my total have been? Our guide to restaurant payment fees explained covers which line items are negotiable and which are pass-through.

What Does the Two-Vendor Setup Cost You in Reconciliation Time?

Two vendors means real reconciliation time: two invoices on different cycles, two contracts with separate exit clauses, two sets of reporting, and two support numbers. That last one costs the most, because when a card declines mid-service, you are the one deciding in ten seconds whether it is a POS problem or a processor problem.

Bank-owned processors segment by design: a lightweight register of their own for small counter-service shops, and a referral to a partner POS vendor for full-service rooms and anything scaling up. That is sensible for the processor, but it leaves a table-service restaurant buying from two companies instead of one.

The costs stack quietly: a POS subscription on one bill, terminal rental on another, and kitchen display, online ordering and loyalty quoted separately by whichever vendor sells them. Together they routinely exceed the processing difference you were negotiating over.

Snappy’s answer is structural rather than clever. The point of sale integrates with Snappy Pay, loyalty, kitchen display and self-serve kiosk on one platform. Support is one named contact per store, staffed 10am to 10pm ET, seven days a week. When the card reader and the register come from the same vendor, nobody points at the other one.

Restaurants Canada reports that 41% of foodservice businesses are currently operating at a loss or just breaking even, compared to 12% five years ago, and 46% of restaurant operators expect profitability to worsen in 2026 (Restaurants Canada). For many restaurants debit is not the secondary rail, it is the main one, and the economics are nothing like credit.

Ask every processor how it prices in-person Interac Debit, because a flat cents-per-transaction fee and a percentage of the ticket behave very differently as your average check moves. That is also why a credit headline rate tells you so little: if a large share of your tickets run on debit, the debit line decides your blended rate, not the credit one. The other thing to pin down is card-not-present. Ask for card-present and card-not-present Interac as two separate lines on the quote, since the two are rarely priced the same, and model your online ordering mix before assuming digital is automatically cheaper.

On pay-at-table the two approaches differ rather than one being better. A processor-plus-POS setup delivers it through a terminal the server carries to the table. Snappy’s equivalent is dine-in QR and order-from-table, where the guest settles the tab on their own phone, with terminals still there for anyone who wants to tap. Pay-at-table keeps the server in the loop and needs a terminal per section; QR needs no extra hardware. Quebec is the exception: “Due to Consumer protection laws in Quebec, the option to surcharge will not be available to Quebec-based merchants.”

The mechanics are not optional. CFIB lists the steps: notify your acquirer “at least 30 days before surcharging,” complete Mastercard’s disclosure form, post a disclosure where customers enter the business or website, post the amount or percentage at the point of sale, and “itemize the dollar amount clearly on the customer’s receipt” (CFIB).

Whether a restaurant should is a different question. A surcharge recovers cost on the credit portion of sales only, and guests notice a line on the bill faster than they notice a rate. Most operators do better negotiating the effective rate down. If you do surcharge, the 2.4% cap is a ceiling, not a target: your own effective credit rate from the statement is the number you are allowed to recover.

What Does the Sale of One of Canada's Largest Processors Mean for Merchants?

The sale itself does not change your contract overnight: it means rechecking why you chose a bank-owned processor, confirming your Code of Conduct protections still apply under any new owner, and reading the assignment clause in your agreement before anything closes. On August 10, 2026, BMO announced that it and RBC had “entered into an agreement for the sale of” the jointly-owned payment processor they created 25 years ago, to a technology investment firm, “for cash consideration of approximately $2.0 billion, of which BMO’s share is 50%” (BMO, via SEC filing). After closing they will not. The banks “will enter into new exclusive, long-term referral arrangements,” so your branch will keep recommending it, but the owner signing the rate sheet changes (BMO, via SEC filing).

Rate changes happen under any owner, and the Code protects you either way. Processors “must notify their merchants 30 to 60 calendar days before the effective date” of a fee increase or new fee, and you have the right to cancel “without penalty” within “70 calendar days” of the change taking effect (FCAC). Terminals are rentals that compound over the term. And one of Canada’s largest processors is mid-sale to a technology investment firm, which makes the assignment clause worth reading.

Snappy is the mirror image: one vendor for processing, POS, kitchen display, kiosk, dine-in QR, loyalty and “0% commission fee on every online order” (Snappy), with offices in Toronto, Vancouver and Montréal and WEB-SRM compliance for Québec. The honest tradeoff is that Snappy publishes no processing rates, so you have to ask, and hold that answer to the same standard as any other quote. Either way, settle two numbers in writing: your all-in monthly cost with every module you will turn on, and your effective processing rate on last month’s real card mix. Those decide it, not the feature grid.

Want a side-by-side against your current processing statement, with the effective rate on the table from the first conversation? Talk to our team.

Related Reading

Restaurant Payment Fees Explained

6 Signs Your Restaurant Needs A New Payment Processor

Book a walkthrough

Walk Through Your Own Processing Statement With Us

Book a walkthrough and bring your own processing statement. His first job was in a restaurant kitchen, and he has spent his career since at the intersection of hospitality and software, working with operators across Canada on the systems their service runs on. He also builds the technology he writes about. His engineering work includes a per-location customer service agent that answers guests with a restaurant's real hours, menu and prices, deployed with independent restaurants, and a document-extraction model that reads supplier invoices and matches invoice numbers against what is owed. He writes here about what changes on a busy service: ordering, payments, loyalty, the phone, and the Canadian rules behind them.
