it reaches every screen a guest touches. Your menus, receipts, kiosk flow, QR ordering page and online checkout all have to work in French, and where another language appears next to it, French cannot be less prominent or harder to get to.<\/p>\n<p>It is not a separate restaurant law with its own portal, certificate or filing deadline, which is exactly why it gets missed. There is nothing to install and nothing to submit. There is a statute your point of sale either respects or does not, and an enforcement path that ends with an order from the Office qu\u00e9b\u00e9cois de la langue fran\u00e7aise.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6406b7ab elementor-widget elementor-widget-html\" data-id=\"6406b7ab\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"html.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"snappy-key\"><p class=\"snappy-key-label\">Summary<\/p><ul>\n<li>Bill 96 is officially <strong>An Act respecting French, the official and common language of Qu\u00e9bec<\/strong>, adopted <strong>24 May 2022<\/strong> and assented <strong>1 June 2022<\/strong> as <strong>2022, chapter 14<\/strong> (<a href=\"https:\/\/www.publicationsduquebec.gouv.qc.ca\/fileadmin\/Fichiers_client\/lois_et_reglements\/LoisAnnuelles\/fr\/2022\/2022C14F.PDF\">Publications Qu\u00e9bec<\/a>). It amends the Charter of the French Language, which is the law you actually read.<\/li>\n<li>The Charter names restaurants directly. Section 51's French-inscription rule \"applies also to <strong>menus and wine lists<\/strong>\" (<a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cs\/c-11\">Charter, s. 51<\/a>).<\/li>\n<li><strong>Receipts and online ordering are covered too.<\/strong> Section 57 requires invoices and receipts to be drawn up in French; section 52 opens \"Regardless of the medium used\" and requires the French version on \"terms that are at least as favourable\" (<a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cs\/c-11\">Charter, ss. 52, 57<\/a>).<\/li>\n<li>Bilingual signage requires French to be <strong>markedly predominant<\/strong>: within the same visual field, space <strong>at least twice as large<\/strong>, and where a board alternates between languages the regulation adds a duration test, French <strong>visible at least twice as long<\/strong>. The safe build meets both (<a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cr\/c-11,%20r.%209\">Regulation, ss. 27.4, 27.6<\/a>).<\/li>\n<li>Contravening an OQLF order carries <strong>$700 to $7,000<\/strong> for a natural person and <strong>$3,000 to $30,000<\/strong> in all other cases, doubled on a second offence, tripled after, with <strong>each day a separate offence<\/strong> (<a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cs\/c-11\">Charter, ss. 205, 207, 208.0.1<\/a>).<\/li>\n<li><strong>Bill 96 is not <a href=\"https:\/\/gosnappy.io\/blog\/bill-72-quebec\/\">Bill 72<\/a> and not <a href=\"https:\/\/gosnappy.io\/blog\/mev-web-srm\/\">WEB-SRM<\/a>.<\/strong> Three statutes, three regulators, three parts of your stack. It does not ban English. It requires French, and forbids a situation where the English version is the easy one and the French version is the one you have to ask for.<\/p>\n<p>On a thermal receipt that covers item names, tax lines, header and footer text, and the thank-you line. A template built for a Quebec dining room labels its tax lines <strong>TPS<\/strong> and <strong>TVQ<\/strong>, the acronyms Quebec&#8217;s own consumer protection office uses for the two sales taxes (<a href=\"https:\/\/www.opc.gouv.qc.ca\/consommateur\/sujet\/prix-rabais\/taxes\/\">Office de la protection du consommateur<\/a>), rather than GST and QST.<\/p>\n<p>It puts French first where both languages appear, and it prints accented characters correctly. Broken accents are a common defect and usually trace to a character-encoding setting on the printer, not a translation gap.<\/p>\n<p>The same logic covers the customer-facing display on the counter. Item names, running total, tip prompt and payment instructions all inform the guest, which puts them inside section 5. Ask your vendor one question here: is the guest-facing language a separate setting from the staff-facing one? That triple classification is why it is the hardest surface to reason about.<\/p>\n<p><strong>It is a menu.<\/strong> Section 51&#8217;s rule &#8220;applies also to menus and wine lists,&#8221; and translations may accompany the French, &#8220;but no inscription in another language may be given greater prominence than that in French or be available on more favourable terms&#8221; (<a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cs\/c-11\">Charter, s. 51<\/a>). A QR code that opens a menu is a menu; the medium does not change the classification.<\/p>\n<p><strong>It is a document available to the public.<\/strong> Section 52 begins &#8220;Regardless of the medium used&#8221; and covers order forms explicitly (<a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cs\/c-11\">Charter, s. 52<\/a>). A kiosk ordering flow is an order form.<\/p>\n<p><strong>It is software.<\/strong> Section 52.1 requires software to be available in French unless no French version exists, and where other languages are offered, the French version must come on terms no less favourable with technical characteristics at least equivalent (<a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cs\/c-11\">Charter, s. 52.1<\/a>). &#8220;At least equivalent&#8221; is the clause that catches a French mode missing the loyalty step or the allergen notes.<\/p>\n<p>Then there is the attract screen. If your kiosk idle loop or digital menu board alternates between languages, the regulation is specific: French has a much greater visual impact when &#8220;it is visible at least twice as long as the text in another language.&#8221;<\/p>\n<p>For static bilingual signage in the same visual field, French must occupy a space &#8220;at least twice as large,&#8221; with equivalent legibility and permanent visibility (<a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cr\/c-11,%20r.%209\">Regulation, ss. 27.4, 27.6<\/a>). The duration test is written as an exception to the legibility and permanent-visibility condition, not to the space condition, so read it as an addition rather than a substitute: the safe build meets both.<\/p>\n<p>Nobody hits a two-to-one ratio by accident. A ten-second English slide and a ten-second French slide is the defect, and it is a settings change rather than a hardware problem.<\/p>\n<p>The Canadian Federation of Independent Business puts the service obligation plainly: &#8220;In Quebec, you must serve customers in French. If you also provide a service to an individual or another business in another language, make sure that the service is available in French on terms that are at least as favourable&#8221; (<a href=\"https:\/\/www.cfib-fcei.ca\/en\/site\/qc-law-14-bill-96\">CFIB<\/a>). Applied to a kiosk, the conservative reading is to open in French, or on a language selector with French listed first. We found no restaurant-kiosk-specific OQLF guidance, so treat &#8220;French first by default&#8221; as sections 51, 52 and 52.1 read together rather than a separately codified rule.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2fd249fa snappy-h2 elementor-widget elementor-widget-heading\" data-id=\"2fd249fa\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Do Online Ordering Checkout and Confirmation Emails Have to Be in French?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5ab6a52e snappy-prose elementor-widget elementor-widget-text-editor\" data-id=\"5ab6a52e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Yes, and this is where half-finished localizations show up.<\/p>\n<p>Section 52&#8217;s &#8220;Regardless of the medium used&#8221; wording came in with Bill 96 precisely so digital surfaces are not treated differently from print (<a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cs\/c-11\">Charter, s. 52<\/a>). CFIB reads the same clause the same way: commercial documents &#8220;regardless of the medium used&#8221; already had to be available in French, and &#8220;this includes websites and social media posts&#8221; (<a href=\"https:\/\/www.cfib-fcei.ca\/en\/site\/qc-law-14-bill-96\">CFIB<\/a>).<\/p>\n<p>Your ordering site is a catalogue and an order form. Section 55 adds that contracts pre-determined by one party must be drawn up in French, which is arguably what an online order is, and the confirmation email carrying the itemized total is a receipt under section 57.<\/p>\n<p>The failure pattern is consistent across platforms and it is almost never the menu. It is the tail of the flow:<\/p>\n<ol>\n<li>The storefront translates, then the payment step renders in English because it is a third-party module.<\/li>\n<li>Modifier group names stay in English because they live in a different table from item names.<\/li>\n<li>There is no French confirmation email template, so a French order returns an English receipt.<\/li>\n<li>Error and validation messages (&#8220;card declined&#8221;, &#8220;this item is unavailable&#8221;) were never in the translation file.<\/li>\n<li>Loyalty enrolment, tip prompts and delivery-tracking messages are English only.<\/li>\n<\/ol>\n<p>The same test applies if your online orders arrive through one of the big delivery apps rather than your own storefront. The menu copy lives on their side, the checkout is theirs, and the confirmation the guest receives is theirs, so the French question has to be asked of them, and answered for the whole flow rather than the menu alone.<\/p>\n<p>Hold your vendor to section 52&#8217;s &#8220;on terms that are at least as favourable.&#8221; A French flow that takes more taps, drops the loyalty step or exposes fewer payment methods is not equivalent. Walk a real order end to end in French, all the way to the email, before you accept a build.
